Sun’s criminal activities extended beyond propaganda. In April 2023, he conducted surveillance of Taiwan President Tsai Ing-wen during her U.S. visit, gathering intelligence for Beijing. He also systematically countered anti-CCP groups and Falun Gong practitioners, enforcing communist ideology within diaspora communities. These actions violated federal law prohibiting unregistered agents of foreign governments from operating within U.S. borders, a statute designed specifically to protect American sovereignty from covert foreign influence.
How a PRC Agent Infiltrated Local Elections
Sun’s operational strategy targeted Arcadia, a city of 56,000 residents in Los Angeles County’s San Gabriel Valley, where 45 percent of the population is Asian-American. This demographic concentration made the community vulnerable to “united front” tactics—Beijing’s systematic approach to cultivating political allies among diaspora populations. In November 2022, Sun served as a campaign advisor to Eileen Wang’s city council race, helping elect her to office.
